The reason the game was written in HTML and JavaScript appears to have been to demonstrate the Nintendo Web Framework, a defunct system designed to facilitate Wii U game development. Also note that Tipping Stars is a cross-platform release with 3DS, and each version of the game comes with a download code for the other version upon purchase. This could be another reason the game is written in HTML so that it can work more easily across his two consoles.
