Nvidia keeps the RTX 4070 a secret, but no one else seems to. What is claimed to be a complete specification list and MSI and Palit (opens in new tab)to ponder ahead of the expected release of the graphics card.

This slide shows that Nvidia will use the AD104 GPU for the RTX 4070. This is the same GPU used in the RTX 4070 Ti. This 29 TFLOPs number is actually about the same as the RTX 3080 10GB’s 29.7 TFLOPs, which is slightly lower than the RTX 3080 12GB’s 30.6 TFLOPs.

It looks like Nvidia rolled out the same memory configuration for the RTX 4070 as the RTX 4070 Ti.
